Well I would have to say Kisame, I like both the character's, but Gai had to resort to the sixth gate and the peacock technique in order to beat kisame's one clone which only had (If I remember correctly) 30% of his chakra heavily limiting the techniques he could use in the fight.

I still say gai cause of his skill by beating kakashi back then and a master taijustus man and that he as a really cool pose lol jk

No even with the gates Kisame could take it. It took quite a few hits for Gai to kill 30% kisame
