Well, Yes, Kisame Hoshigaki is a s-ranked mising nin. But saying a s-rank missing nin is like a kage is stretching it a bit. I mean, we all know how awsome the 4th was (well, untill he did that whole sacrificing his life thing.....) and I think that people such as Pein and all the others (besides tobi, 'cause he is frikin Madara, who is equal to the First Hokage for crying out loud) would have a tough time equaling his speed and strength. But, that rant aside, Kisame wins this one. Gai would probably fly around quite a bit, and I don't think if it was a straight fight that he would be caught by a water prision of all things. But in the end, the overwhelming chakra, plus the fact that he can steal chakra with his sword, makes this a win for fish-man.
