Nope Neji would win. That is really blatant to. Both Lee and Neji are Tijusti masters. However Neji can control his charka very well. He is also so much smarter then Lee. I am sure Neji would've already come up with a plane to beat him. He would probably cut of Lee's charka in the start of the fight, thus making it so Lee can't open his gates, after that there isn't much lee can do. Neji is probably just as fast and strong as Lee, and he also has the Bakyugun
