When the three former captains, Aizen Sousuke, Ichimaru Gin, and Tousen Kaname, betrayed Soul Society, they took with them the mysterious Hougyoku. Aizen planned to use its powers to make him even more powerful than he already was. Unbeknownst to him, Urahara made a key to open the Hougyoku to make sure that if something like that were to happen, the thief would not be able to use it to its full extent of power.
Before he left Soul Society with the ryoka, Urahara gave the Head Commander the key and told him all the secrets of it, and also to tell no one about it so Aizen wouldn't be able to get the information from anyone. Yamamoto instead created a new force to protect the key, and split it between the six Third Seats he had chosen. No one but the six, Urahara, and the Head Commander himself knows about this new division.
They are Squad X, and it is their job to protect the key and to make sure Aizen is unable to release the full powers of the Hougyoku.
