Oh wow, a big wave of water. How about a cage made of treebark? Then you can't do anything, you can't see, and you are completly vulnerable to any attack.

First Hokage. He had Earth, Water, and Wood, whereas the Second Only has Water, and Unconfirmed Earth abilities

here's another idea; They Were brothers. The Villagers picked the first Hokage. If the Second was stronger, don't you think that he would've been given the first title? And if he was stronger, he would've fought Madara, rather than having his brother
