Actually, the truth is... he could be both. He didn't said he's Madara, he said he HAVE MADARA'S POWER.
So, it could be anyone in the Uchiha, perhaps related to Madara. We don't know FOR SURE, who Tobi really is.

Let me guess, the eye? Madara lost one of his eye, and you'll never guess which one, his left. Obito is the same.
The size? Sure Tobi is little bigger then Obito, but Obito grew, and Madara is a huge old guy. Don't you think that Madara could use transformation to look like that?
The hair? Going back to the transformation.
The orange color? I know Obite wears the orange google, but don't you think that Madara happen to like the color orange? Or use the color to mask him off?
See where I'm going, there's no definite, just a buch of theories. If you believe that Obito is Tobi, I laugh at you, if you believe that Madara is Tobi, I laugh at you too. What I believe? Could be anyone that involved with the Uchiha (i.e. Kakashi with Obito).

Here something else I found out...
If you watch the Shippuden, you'll find Sai who was trainned by some guy with the patches before he was assigned to Naruto's squad. Guess which eye was patched... his right. Even tho he's not the Uchiha, BUT he could be Tobi. Again, we don't know until he reveal his face.
