I would say Gaara would win since Zabuza is weak and only specializes in water jutsus which would have no effect against Gaara's sand.

Well, what about making the sand all heavy and wet? You must admit that it would make fighting a bit more difficult. But you are right in saying that gaara would win. It's pretty much a no-contest, really...
